I received a call from a homeowner last week that needed to have the hose bibb on the side of her house replaced. In trying to fix a leak from behind the handle, she and her husband spun the entire hose bibb in the wall and completely sheared it off from the Pex pipe that it was attached to.
At least they had the presence of mind to turn the water off before attempting the repair, otherwise the house would have gotten just a little wet.
The couple attempted this repair after receiving some advice from someone at a home improvement center. Another case for leave it to the licensed professionals!
Did You Leave Your Garden Hose Connected This Past Winter?
Most homes today have was is referred to as a "frost proof" hose bibb. It is only resistant to freezing however if it was installed properly to begin with (pitched at an angle so water will flow to the outside of the house when shut off) or if the garden hose was disconnected.
Every spring without fail, I receive numerous phone calls with complaints of water flooding the basement, the inside of the house or the crawlspace when they turn the water on at the hose bibb. The hose bibb has been freeze damaged when these problems occur. The only solution for this is to replace the entire hose bibb.

My Hose Bibb Is Leaking From Behind The Handle
Many hose bibbs have a packing nut that is located behind the handle. Sometimes the packing nut will work itself loose over time and start to drip or spray water toward the handle. You can usually fix this problem by tightening the packing nut. Use your left hand to hold the hose bibb in place and tighten the packing nut with either an adjustable wrench or a pair of pliers with your right hand.

The Silver Thingy Leaks When I Turn The Hose On
The silver thingy is called an atmospheric vacuum breaker and prevents water from being drawn back into the house. Every hose bibb has a vacuum breaker, but in different designs. I've had customers unscrew the vacuum breakers, thinking that they were fixing the leaking problem. The leaking is sometimes caused when the hose bibb is not opened all of the way. And it will drip water for several seconds after shutting the water off.
Call a licensed plumber if the vacuum breaker does start to leak.
